The minutes of the meeting of the Lothian and Borders Branch of the RSPBA held in Peebles Ex-Service mens club Sunday 22nd February.


Matters arising:

The proposal for the new rule from the branch has been included in the order paper for the Associations AGM.

The executive officer is to take up the matter of the Chief Steward not recieving any reply from the national council after submitting his report.

The new laptop computer has been purchased.

Replies from potential sponsers are still being awaited.

A letter has been sent to Ian Kirkland inviting him to the branch to explain the setting up of a branch web site.


Secs report:

Copies of S Henderson's manifesto for the election of Chairman of the association have been sent to all bands.

Contests at Penicuick and Macmerry are G4 only.


Treasurer's report:

Current bank balance £8907. Includes £2000 from organisers of Melrose comp, plus fees for the courses.

Executive commitee meeting took place at the Torphicen solo comp and it was agreed to loan S Henderson £250 to go to Northern Ireland to canvas for votes for the position of chairman of the RSPBA.



Music board report:

Discussion took place on the situation that music board members should not pass on info from their meeting until Nat Council has ratified it at their next meeting. The music board asded for this to be disregarded.

Plans for Drum majors course.

Allocation of judges for the majors discussed.

Discussion took place regarding judges at branch comps. It was said that Nat council member on the day should decide which grades each judge will judge.



Nat council report:

J Noble v RSPBA has been resolved.

Nat council member will sit in at the adjudicators consultation period as observers.

The new executive officer designate is Colin Darroch.

RSPBA tartan, D Shepherd to look into costs for producing this tartan.

Contest levies rise to 10%.

Trophies must be engraved by the band otherwise RSPBA will do it and charge the band.

L+B Police Pipe Band downgrading discussed there seemed to be a problem with registration of players.

No decision on a major champ at Balloch for 2001 has been made.
Melrose is planning to bid for a major in 2001.

A complaints committee is to be set up.



AOCB:

Forms for Dunbar are not ready yet, G1 will be allowed to play the tune requirements for the following major. The comp this year is at Winterfield not Countess park.

V MCMORRAN , VICE CHAIR, REGARDING S HENDERSON RUNNING FOR ELECTION AS THE ASSOCIATION CHAIRMAN, HAS RECIEVED AN ANONYMOUS LETTER. THIS LETTER WHICH HAS A GLASGOW POSTMARK, IMPLIED THREATS TO V. MCMORRAN AND TO THE BRANCH AND URGED ITS READERS NOT TO VOTE FOR S. HENDERSON. THE BRANCH DEPLORES THIS KIND OF THREAT AND HAS SENT THIS LETTER TO HEADQUARTERS. J MCKENZIE HAS TAKEN A PROFFESIONAL INTEREST IN THIS.



The next branch meeting will be 26th March West End Hotel at 6pm.
